My husband's company matches his 401(k). Should I be contributing to a 403(b) account also?

First, congratulations on doing such a good job saving in your husband's 401(k). That's a smart move, particularly since his company offers a matching contribution. Still, it makes sense for you to participate in your 403(b) account, because it is an additional opportunity for you and your spouse to take advantage of tax-deferred savings. In addition, you will be building up a retirement account in your own name, which is an important consideration should your husband die prematurely or you get divorced.
