Can 403(b) funds be used to buy individual stocks? If so, can an individual manage the 403(b)?

No. You cannot invest directly in stocks through your 403(b). 403(b) accounts can be invested only in annuities or mutual funds through a 403(b)(7) custodial account. Keep in mind however that when you purchase a stock mutual fund, you are indirectly investing in stocks.
